The House of Entrepreneurship is a one-stop shop launched in 2016 by the Chambre de Commerce and the Ministry of the Economy. It brings together more than 30 partners to support Luxembourg businesses with creation, development, transfer, financing and export. Here is which door to knock on at each stage, with addresses and contacts.
A one-stop shop run by the Chambre de Commerce since 2016
According to cc.lu and guichet.public.lu, the House of Entrepreneurship was launched in October 2016 on the initiative of the Chambre de Commerce and the Ministry of the Economy. It brings together more than 30 partners, including ADEM, the Chambre des Métiers and Microlux for microcredit, and covers five areas: creation, development, transfer, financing and export.
The House of Entrepreneurship is the single national entry point for any procedure related to entrepreneurship. Business owners therefore do not have to work out on their own which Luxembourg administration to contact. For a small business without its own legal or HR department, this centralisation makes a real difference: one phone number, one place, several procedures.
Starting a business: RCS, business permit and on-site advice
If you are starting a business, three desks dedicated to project founders will see you on site. According to guichet.public.lu, you can submit your application for a business permit (autorisation d'établissement), register with the Registre de commerce et des sociétés (Trade and Companies Register), obtain European certificates, and receive tailored legal and tax advice as well as guidance on the public aid and financing available.
The same desks also refer founders to the right contacts for selling online, an area where e-commerce remains a work in progress for many Luxembourg businesses. A founder who plans to sell online from launch should therefore raise the question of the business permit for this specific activity at the first appointment, rather than finding out later.
Innovative startup or scale-up: the House of Startups
If your project is an innovative startup, the House of Startups hosts 150 to 200 young companies across 4,000 m2. According to the Chambre de Commerce's 2025 annual report, as reported by Paperjam, the startups it supports raised nearly 34 million euros in 2025.
Because of this focus on young companies, the House of Startups is an almost essential stop for any scale-up looking for office space, mentoring and introductions to investors, on top of the standard administrative support. It is also where the sector's financial and institutional partners meet, which makes it a useful contact point even for an established company looking to build partnerships.
Buyers, sellers and exporters: the other doors
The House of Entrepreneurship does not stop at business creation. Someone taking over a business, or an owner preparing to hand one over, can also get dedicated guidance there. So can exporters who need certificates of origin and ATA carnets, two documents handled on site according to guichet.public.lu. For an SME starting to export outside the European Union, this desk saves going through several administrations for a single file.
| Stage | Contact or scheme | What you will find |

Addresses, contacts and appointments
The main reception is in Luxembourg-Kirchberg, at 7, rue Alcide de Gasperi, with additional locations in Mondorf-les-Bains and Esch-sur-Alzette. The general contact is (+352) 42 39 39 330 or [email protected], and appointments can be booked online on the institution's website. For a business owner short on time, booking ahead avoids waiting on site and allows the required documents to be prepared in advance.
Business owners who start hiring once the company is up and running will also need to check the thresholds that apply to cross-border employees. It is a separate subject, but one that often follows closely after the creation phase.
Ten years in 2026: a new Kirchberg location still to be confirmed
The House of Entrepreneurship celebrates its tenth anniversary in 2026. According to an article published by Paperjam on 21 August 2026, a new dedicated location was to be announced for 26 September 2026, in the former offices of the law firm Arendt & Medernach in Kirchberg.
At this stage, this information relies on a single source and has not been confirmed directly by the Chambre de Commerce. Before treating the move as certain, it is better to check with the institution itself or wait for an official announcement than to plan a visit on this basis alone.
In the meantime, the current addresses in Kirchberg, Mondorf-les-Bains and Esch-sur-Alzette remain the valid contact points. Booking online is still the most reliable way to make sure a desk is available before you travel. For business owners still unsure which door to knock on, a first call to the general number is usually enough to be redirected to the right contact, without having to work through the list of partners involved on their own.
