Company mobility plans: what is already mandatory (and the support worth claiming)
During European Mobility Week (16 to 22 September 2026), company travel plans are not mandatory across Luxembourg, apart from a local exception. What already applies to your company and the support to activate before 30 June 2026.

During European Mobility Week, held in Luxembourg from 16 to 22 September 2026 on the theme of mobility for all, a misunderstanding is doing the rounds: the company travel plan (plan de déplacement d'entreprise, PDE) is supposedly becoming mandatory. At this stage that is wrong, unless your company is subject to a specific planning condition.
No Luxembourg law currently requires all companies to have a mobility plan, whatever their size or sector. The reference scheme, mConcept, run by the Ministry of Mobility and Public Works since 2014, is a voluntary approach built on raising employer awareness, not on a general legal requirement. This is confirmed by the service's official page on transports.public.lu.
The benchmark exception: the Aessen PAP in Sanem
There is, however, one concrete case where the obligation already exists, and it is worth knowing about even though it does not concern every municipality. In Sanem, the rules of the plan d'aménagement particulier (PAP, detailed development plan) governing the extension of the Aessen business zone require every company that sets up there to produce a mobility plan as a condition of its building permit. Paperjam presents this arrangement as a national first, not as a rule set to apply automatically everywhere.
If your plan to set up or expand involves a building permit or a commodo authorisation (operating permit for classified establishments), the first check is simple: ask your municipality whether the PAP applicable to your plot includes a clause of this kind. That is where any obligation for your company is decided, not in a general piece of legislation.
mConcept: free support before you invest
Whether or not you are affected by such a clause, mConcept remains the first tool to call on. The service supports Luxembourg companies and public administrations free of charge in drawing up their mobility plan: analysis of commuting journeys, identification of cycling, carpooling or public transport options, and long-term follow-up. Contacting mConcept before committing any spending avoids paying alone for an assessment the State already provides at no cost.
The issue carries real weight in Luxembourg: the country had around 230,000 cross-border workers in 2026, or 47% of total salaried employment according to STATEC. A large share of the workforce at Luxembourg companies therefore does not live near their workplace, which ties mobility decisions directly to attracting and retaining talent, a topic we have already covered from the angle of wellbeing at work.
Support to activate before 30 June 2026
Mobility Week is also an opportunity to calibrate existing support rather than wait for an obligation that has not been generalised. The Klimabonus Mobilitéit scheme and the Forfait Mobilités Durables allow employers to cover part of their employees' low-emission travel costs.
| Scheme | What it covers | Point to watch |
|---|---|---|
| mConcept | Free assessment and mobility plan | Voluntary approach, no general legal obligation |
| PAP Aessen (Sanem) | Mandatory mobility plan for companies located in the zone | Condition of the building permit, an isolated case to date |
| Klimabonus Mobilitéit / Forfait Mobilités Durables | Support for bicycles, pedelecs, carpooling | Bicycle/pedelec support valid for invoices issued up to 30 June 2026 |
For companies considering equipping their employees with bicycles or pedelecs, the 30 June 2026 deadline for eligible invoices set by guichet.public.lu is the only date to remember this week, well ahead of any question of a future general obligation.
What you can do this week
- Check with your municipality whether the PAP or commodo authorisation applicable to your site includes a mobility plan clause, along the lines of Sanem.
- Contact mConcept for a free assessment before committing an internal mobility budget.
- Calibrate your bicycle, pedelec or carpooling support through the Klimabonus Mobilitéit and the Forfait Mobilités Durables, taking the 30 June 2026 deadline into account.
The message for a Luxembourg business leader is therefore not that a general obligation is arriving this week, but that there is a local check to carry out and free support to take up before planning conditions like those in Aessen become the norm rather than the exception.
